The supporting factors cover: (1) the initial involvement of Indonesia in its global commitments related to efforts to reduce greenhouse gas emissions, such as Indonesia’s ratification of the United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol, entailing the efforts on mitigating climate change and reducing greenhouse gas emission; (2) the existence of regional planning and policies suited with the conditions and requirements of targeted cities of low-emission city development; and (3) multiple parties collaboration aiming to increase institutional capacity to carry out low emissions development.
