Abstract
Abstract Gold mining development in Enrekang Regency, South Sulawesi, has triggered significant environmental conflict following community rejection of a central government exploration permit issued in 2018, exposing structural tensions in Indonesia’s natural resource governance. This study analyzes how DetikCom, a national outlet, and Sindo Makassar, a regional outlet, frame this conflict using Robert Entman’s framing model. This model includes problem definition, causal attribution, moral judgment, and treatment recommendation. Through a qualitative approach, two purposively selected news articles published between October and December 2025 were analyzed. The findings reveal a fundamental divergence: DetikCom constructs a state-centric frame centered on regulatory legitimacy and institutional compliance. Meanwhile, Sindo Makassar constructs a community-centric frame focused on ecological risk, vulnerability, and community resistance. Rather than evaluating which frame is more accurate, this study examines how each framing shapes public risk perception, stakeholder legitimacy, and the scope of governance responses, demonstrating that media representations of the same conflict can produce fundamentally different implications for environmental governance and natural resource management.
