Abstract
Abstract Garongkong Port in the Makassar Strait is constructed and designed to enhance added value and multimodal connectivity within the logistics supply chain system. The construction and expansion of ports as state assets require innovative financing options to avoid complete reliance on the state budget. This dynamic is accompanied by the transfer of port operations and development from the Directorate General of Sea Transportation to IPC Pelindo (Indonesia Port Corporation), which also necessitates financing and implementation of port development based on the port master plan. As part of the cooperation agreement, periodic evaluations are necessary to assess the fulfillment of the rights and obligations outlined in the agreement. This study evaluates the implementation of the Cooperation for Utilization of Garongkong Port and the alignment between the port master plan and its execution. The analysis use mixed-methods approach, including qualitative gap analysis, content analysis, forecasting, and data comparison. The results indicate that the port facility development target for the first year has not been achieved, reaching only 1% of the targeted investment value. Additionally, there are miscalculations in the preparation of the port master plan document, especially regarding baseline data for performance forecasts, which serve as the foundation for port infrastructure planning, including financial calculations for port development. Revising port development documents and reviewing cooperation agreements for future port development is recommended based on this research.
