Abstract

Coastal tourism development is increasingly recognized as a key driver of regional growth; however, many waterfront renewal projects remain dominated by physical design approaches, with limited integration of local institutional systems. This study aimed to develop an integrated spatial and institutional framework for sustainable waterfront renewal, using Tanjung Mallasoro, Indonesia, as a case study. Covering approximately 795 ha and accommodating 4,710 residents, the study adopts a design-based approach that combines spatial and accessibility analysis, infrastructure–environmental assessment, demographic evaluation, and qualitative SWOT analysis. The findings indicate that integrating natural landscape elements within a mixed-use zoning framework can support the functional integration of coastal areas while maintaining local socioeconomic dynamics. The analysis produced four interconnected planning outputs: a physical and environmental assessment, a three-zone spatial model, spatial implementation and design strategies, and community-based institutional management. The proposed zoning integrates tourism activities with existing aquaculture, agricultural landscapes, settlements, and the supporting infrastructure. These outputs bridge spatial zoning with institutional integration, offering practical and potentially transferable insights into the development of resilient and inclusive coastal areas.
