Strengthening Indonesias Higher Education System Landmark Insights for Developing Leadership
Abstract
This chapter develops a comprehensive theoretical and conceptual framework for strengthening governance in university internationalisation. It argues that the effectiveness of internationalisation depends on the alignment of three interdependent governance dimensions: Leadership Commitment, Organisational Capability, and Policy Consensus. Drawing on transformational leadership theory, the resource-based view, dynamic capabilities, multilevel governance, and policy network theory, the chapter conceptualises internationalisation as a governance ecosystem, not a standalone policy stream. Leadership provides strategic direction and agency; organisational capability operationalises strategy through structures, human resources, digital systems, and institutional learning; policy consensus ensures regulatory coherence across national ministries, universities, and global frameworks. Comparative insights from Universitas Ahmad Dahlan, Universitas Hasanuddin, Universitas Lampung, and the University of Melbourne demonstrate how different governance configurations produce varying levels of global engagement. The chapter introduces a triadic governance model and a series of propositions regarding relationships and moderating effects among leadership, capability, and policy coherence. It further outlines challenges within Indonesia’s higher education landscape, such as fragmented regulations, limited digital integration, and leadership turnover. The chapter proposes facilitating mechanisms, including national coordination bodies, integrated data platforms, capability audits, and KPI-linked leadership systems. Overall, the framework advances an integrated theory of internationalisation governance. It offers a pathway for Indonesia to strengthen governance maturity and move toward an adaptive, data-driven, globally aligned higher education system.
