How Can Regional Potentials and Downstream Opportunities Strengthen Dairy Cattle Development?

This study aims to analyze strategies for developing the dairy cattle industry in South Sulawesi, Indonesia, based on regional potential and downstream opportunities.The research was conducted in Enrekang, Sinjai, and Gowa Regencies, areas recognized for their favorable agroclimatic conditions and long-established livestock traditions.Using a qualitative descriptive approach supported by quantitative indicators, data were collected through interviews, focus group discussions (FGDs), and secondary reports from government and institutional sources.The analysis employed a SWOT framework integrated with the Internal External (IE) Matrix to determine strategic positions.The results showed that the Internal Factor Evaluation (IFE) score was 3.08, indicating strong internal capacity, while the External Factor Evaluation (EFE) score was 2.88, placing the sector in the "Grow and Build" quadrant.These findings suggest that the dairy cattle sector in South Sulawesi possesses solid strengths in natural resources, institutional support, and market potential, alongside significant opportunities arising from technological innovation and private investment.However, several challenges persist, including limited processing infrastructure, capital constraints, and competition from imported dairy products.The study recommends an aggressive growth strategy focusing on establishing local milk-processing industries, adopting farm-level digital monitoring systems for productivity and reproductive management, and strengthening cooperative-based partnerships to improve value addition, market access, and production efficiency.These strategies are expected to enhance the competitiveness and long-term sustainability of Indonesia's dairy industry.
