This study proposes a conceptual framework for Smart and Green Agro-Marine Manufacturing by combining Industry 5.0 enablers, renewable hybrid energy, and circular economy strategies. The framework was developed through benchmarking literature, conceptual design, and SWOT-PESTEL analysis. Six interconnected hubs are identified: policy and governance, renewable hybrid energy, circular economy, Industry 5.0 technologies, communication infrastructure, and community engagement. Use cases such as predictive maintenance, energy optimization, digital twin modeling, and smart supply chain monitoring demonstrate how AI, IoT, and data science can improve efficiency while minimizing ecological impacts. The novelty of this study lies in synthesizing Industry 5.0 technologies with circular economic principles for coastal SEZ transformation, an approach rarely addressed in developing country contexts.
