Model for Strengthening Institutions within the Partnership System of Beef Cattle Farming Enterprises

Abstract
Abstract Institutional strengthening in partnership systems is essential for improving the welfare and productivity of beef cattle farmers, especially in agribusiness regions like Bone Regency, South Sulawesi. This study aims to develop a model for institutional strengthening of the traditional Teseng partnership system to enhance the position of smallholder farmers in the beef cattle value chain. Data were collected through surveys and interviews using structured questionnaires. The analysis employed Interpretative Structural Modeling (ISM) to identify key sub-elements and their interrelationships. The results identified ten sub-elements categorized into independence, linkage, and dependence quadrants. Strengthening regulations and formal partnership agreements, along with improving human resource capacity, emerged as the primary factors. The model emphasizes the need for transparent information systems, robust institutional frameworks, and active government facilitation. Implementing this model is expected to improve production efficiency, broaden market access, and foster sustainable partnerships among farmers, government, and private sectors. The findings offer a strategic reference for enhancing community-based livestock development policies in regions with similar agribusiness potential.
