By using bureaucratic politics framing, we found that central government actors' patron much more drives the power. It is also found that dominant information and national budget incentives are used to segregate a dual coalition, such as watershed-based coalition under Ministry of Environment and Forestry (KLHK) patron and dam - river basin management coalition under the Ministry of Public Works and Public Housing (PUPR). The provincial government is trapped in these two major coalitions; they can not disburse these two strong patrons.
