Abstract

Technology development has triggered digital transformation in various organizations, influencing work processes, communication, and innovation. Digital leadership plays a crucial role in directing and managing this transformation. This research aims to develop a new measurement tool for assessing digital leadership using the Rasch Model for polytomous data, namely the Partial Credit Model (PCM) and Differential Item Functioning (DIF). The study involved 233 employees working in the private sector (54%) and the public sector (46%) with direct supervisors or leaders. The research findings indicate that out of 30 items, 19 remain consistent with the Rasch Model and show no evidence of DIF based on gender. Therefore, the developed scale effectively measures digital leadership with evidence of validity and reliability. Organizations can utilize the digital leadership scale to evaluate and understand the level of digital leadership across various organizational levels. This scale will enable them to design leadership development programs that meet the demands of the digital era.
