Abstract

Government Regulation of the Republic of Indonesia No. 47 of 2008 states that every citizen aged six years has to participate in basic education programs guaranteed by the government with land, facilities, and infrastructure. The democratization of the distribution of educational facilities locations evenly in Makassar City faces various problems. Among them are the limitations of urban land for educational facilities and the establishment of a zoning-based new student admission system to regulate the distance between residence and elementary schools. This study aims to determine the potential location of elementary schools in the urban area of Makassar using GIS-based spatial analysis. The data used are primary and secondary data obtained from observations, interviews using questionnaires, and literature studies. The interviews involved several experts in the fields of education, spatial planning, academia, and government. Determination of the location of the elementary school using a grid-based spatial analysis (GIS) technique. Starting with determining the supporting parameters through literature study, then analyzed using expert choice. Several factors are considered as land use, accessibility, capacity, security, and comfort. The parameters of these factors were analyzed spatially through a grid-based thematic map to obtain the grid value of the research area. The study reveals several potential locations in the urban area of Makassar that could be the location of elementary schools. This potential location then becomes the basis for consideration for policymakers to distribute elementary school locations evenly.
