Abstract

Issues that occur in the community that farmers have not fully carried out the activities of the Special Efforts for Gestant Obligatory Cows (UPSUS-SIWAB). To answer this issue, the research approach is preceded by pre-research in the form of a field survey and conducting a focused group discussion to get a picture of the condition of the main actors or farmers of UPSUS-SIWAB as well as finding research variables and indicators. The research objectives were set, namely describing three cycles of farmer empowerment in accelerating the development of beef cattle UPSUS-SIWAB Program, namely: (1) motivation to desire to join the UPSUS-SIWAB Program, (2) focus on UPSUS-SIWAB Program activities, (3) institutional responsibility in UPSUS-SIWAB Program activities. The study was conducted in one regency in South Sulawesi through a quantitative descriptive approach, and data were collected using in-depth interview techniques with questionnaire aids for 20 farmers. The measurement of research variables uses a three-level Likert scale, namely 3=high, 2=medium, and 1=low. The results showed the factors (1) motivation to participate in the UPSUS-SIWAB Program was in the medium category, (2) the focus on the activities of the UPSUS-SIWAB Program was low, (3) institutional responsibility in the UPSUS-SIWAB Program was high.
